Step 2: Place the inner circle on a flat surface, and then place your cloth on it and lay the cloth flat. Step 3: Put the outer hoop on the inner hoop, and tighten the screw. Step 4: Pull the cloth tight as you tighten the screw until you reach your desired tension. -
